The National Security Council, the Secretary
of the Treasury, the Attorney General, the Director, Bureau
of the budget, the Chairman, Atomic Energy Commission, and the
Federal Civil Defense Administrator at the 165th Council meet-
ing on October 7, 1953 (NSC Action No. 925) 1
Noted the President's directive that oral or
written statements to be made public by Govern-
ment officials regarding nuclear weapons must be
checked in advance with the Chairman of the
Atomic Energy Commission; the Chairman of the
AEC to clear intelligence aspects of such state-
ments with the Director of Central Intelligence.
The above directive its accordingly transmitted
herewith for appropriate dissemination within your respective
departments and agencies.

2. The responsibility assigned the Director of Central Intelligence
by this NSC action is delegated to the Assistant Director for Scientific
Intelligence.

3. Requests originating within the Agency for clearance of oral or
written statements to be made publicly regarding nuclear weapons will be sub-
mitted through channels to the Director of security pursuant to CIA Regulation

The Director of Security will transmit each request with a security
recommendation to the Assistant Director for Scientific Intelligence for
clearance of the intetliLence aspects and coordination with the Atomic
Energy Commission. In the event the Director of Security recommends a de-
nial of release, the case will not be referred to the Chairman, Atomic
Energy Caimaission without the prior approval of the Director or Deputy
Director of Central Intelligence.
