OFFICIAL STATEMENT REGARDING NUCLEAR WEAPONS

1. By direction of the President all statements by Government
officials, whether oral or written, regarding nuclear weapons must
be cleared in advance with the Atomic Energy Commission. The
Atomic Energy Commission must clear intelligence aspects of such
statements with the Central Intelligence Agency.
2. The Office of Scientific Intelligence is responsible for
assuring that the necessary action is taken on behalf of the
Agency on all such statements.
3. All requests for clearance on such statements originating
within the Agency will be submitted to the Director of Security
who will forward the request tobthe Officeaprof cien{tific Intelligence
with recommendations-#o~,security f this
Agency. The Office of Scientific Intelligence, through established
liaison with the Atomic Energy Commission, will determine whether
such statements differ materially from statements previously
authorized by the Atomic Energy Commission. If not and if
determinef"ti t there are no prohibiting security or intelligence
factors, iire Office may authorize release
of the statement. If such a statement contains new material, the
Office of Scientific Intelligence will obtain a specific ruling from
the Atomic Energy Commission as to release. If such a statement is
releasable from the point of view of content on nuclear weapons
but there are prohibiting security or intelligence aspects, the
Office of Scientific Intelligence will make appropriate recom-
mendations to the Director of Central Intelligence.

indicate an adverse ruling & recommendations for alteration of the
statement, the Office of Scientific Intelligence will make appropriate
recommendations thereon to the Director of Central Intelligence. If
coordination within the Agency indicates no objection, the Office of
Scientific Intelligence may authorize release insofar as the
intelligence aspects are concerned.
