In general, this intelligence officer should have the qualifica- tions necessary to be the Central Intelligence agency expert for intelligence and for directing the 2. In particular, ho should: 25X1A8a a. Have a full appreciation of the separate and collective potentials inherent in political, economic, and military measures adopted by the United States and important foreign governments. 25X1X4 b. Be keenly aware of the role of the aspects of national intelligence in United States security and policy planning. :c. Possess specialized background and experience such as: 25X1X4 (1) Participation in and strategic propaganda planning and,/or operations. (2) Familiarity with United States and foreign governments' (especially Soviet and German) experience in 25X1 X4 operations, both in peace and war. (s) Experience with research on the effectiveness of plans and operations in the entire field. Have a clear understanding of the effects of United States policies, decisions, attitudes, conditions, and behavior on foreign peoples and ;overnments, and how such effects bear upon United States security problems. e. Be familiar with the 25X1X4 characteristics peculiar to conditions of actual war, cold war, and peace, f. Have theoretical and practical familiarity with the methods employed in scientific attack of intelligence problems. 25X1X4 Have a sense of the s?aecial characteristics of different population groupings in key foreign areas, as well as a continuing acquaintance with various attempts at technical and scientific study of the roactions'of these people to curront developments in domestic and international affairs.
