SUBJECT : Rearrangement and Shift in T/0
1. Urgently recommend the following rearrangement or shift in
T/0 and functions of this staff:
a. Chief, Security Control Staff _-I&SS --
add additional functions:
(1) in addition to other duties, acts as deputy to
Chief, I&SS.
(2) supervises, controls, and conducts research on
security interrogation aids and investigative aids.
(L) supervises I OS support of alien problems so far
as clearance for admission, security aspects of custody,
and handling. Maintains office of record on alien acti-
vities.
(5) under direction of Chief, I&SS, maintains high
level liaison and contacts with senior investigative
officials of other intelligence agencies.
(6) under direction of Chief, I&SS, maintains security
controls and coordination over general handling of semi-
covert and covert applicants vis-a-vis overt applicants.
(7) together with Chief, I,SS, maintains personal ~,.
liaison with senior and key CIA officials on sensitive
security matters.
b. Change grade of Ch'.ef, Security Control Staff from GS-ii4
to

c. Add to T/0 one position of GS-i1, "Security Policy
and 7ontrol Of l icer . It
Functions: as now carried for Chief, Security
Control Staff without the addendum above but under Chief,
Security Control Staff, as revised.

d. Add to T/O, Unvouchered, of Security Control Staff
one position, GS-12, as "Sr-secial Assistant .on Special
Security ,1atterst'.
e. Delete from T/0, Vouchered, of Inspection Division,
t1Ins7ector", GS 12.
f. Delete from Covert Reference Section of Special
Security Branch, "Chief, G8-9".
2. The changes above shorn do not increase the present personnel
ceiling of I&$ Staff.
3. These changes are urgently needed for the following reasons:
a. To date, the only link outside of normal coordination
between the overt and Qrovert sides of this staff is the Chief,
I&SS himself. The great increase in semi-covert and covert
cases and the fact that applicants are often shifted from overt
to covert or back require careful coordination in handling and
checking to prevent weakening the cover of the Research Branch,
as well as "blowing" the cover of the individual.
b. The broadening of the polygraph program and its appli-
cation to both covert and overt divisions of the staff make
its centralization most important. This is particularly
important in that doubtful cases are handled personally by

c. At the request of both OSO and OSI this staff has done
and is doing research on other interrogation methods of great
sensitivity. Again, because of sensitive policy involved,
these require the personal supervision of either Chief, I&
or his deputy (Chief, Security Control Staff).
d. Since the T/O was published this office has taken over
the entire security work in the U. S. for 030. This, in
adddition to same work with OPC, requires monitoring by either
Chief, I&5S, or his deputy, and conference with key officials
of the clandestine offices.

e. The many alien ca ,es now coming up under Section 8
and other categories require a centralization of the
function and control directly under Chief, IBSS, inasmuch
as the status of an alien frequently changes from overt to
covert or through other categories such as consultant, agent,
etc.
f. The counter-intelligence problem embraces both
branches and imist be carried in Security Control Staff under
Chief, Security Control Stsff (my deputy) and a special
assistant. These problems are increasing. They are delicate
and require "case officer" attention. Neither the Securit-y
Division nor the Special Security Division are equipped to
perform this function.
. Together with the increased duties of the Inspection
Division and the Audit Division, I believe it to be clear
that the Chief, IBIS must have one other person available in
ILLEGIB his staff to follow and be intimately acquainted with the
functioning of so many diverse elements.
4. In addition and as a separate matter, this office has been
assigned two additional functions during the last month. These are
(1) keeping the safe combinations for OSO, making minor repairs, and
changing these combinations; and. (2) a broadening of the polygraph
program beyond anything previously contemplated. It should be noted
that when I&SS took over the security of OSO,0 this saved three a_posi-
tions in that office. I therefore am requesting only one of these.
Therefore, further request change in T/0 to add:
