Reference the attached memorandum from Mr. Saunders rela- tive to the Inspection and Security T/0, and with specific refer- ence to Paragraph 5, seemingly nothing is so permanent as a temporary increase in CIA. Despite th&t, however, I agree with Mr. Saunders that these T/0 increases to take care of backlogs should all be temporary and the office concerned charged with the responsibility of eliminating backlogs with the specific understanding that such increases are going to be removed when the job is accomplished. 2. This, however, is orly part of a larger problem, and it is our belief that we should face one or two factors now, or make a reasonable assumption. First, is CIA going to grow in size as a result of the world situation despite revised concepts and change in operational direction? If the answer is yes, then every segment of CIA is going to require an increase, and it must be recognized the government will soon reduce to zero the manpower of the United States and we will be left with the inability to hire new employees no matter what size T/0's we have. 3& it is our feeling in the Management Analysis Division that our biggest failure in CIA is the failure to find new methods and new techniques of accomplishing our mission without constant T/0 increases. 1. With specific reference to the request of Colonel #dwarda for 3,3 people and based on a one-day request for a reply, I would concur in the temporary employment of all but the seven additional security officers and that the addition of seven positions be subj- ect to adequate justification by Colonel Edwards.
