1. A draft of the proposed table of organization with some
changes necessary in the organization of I & SS as a whole to
accomplish the investigative activity in lieu of the FBI is attached.
2. Attachment number two sets forth the proposed revised T/0
including changes and additions.
3. It is imperative that an approval be authorized, from a
personnel:and budget point of view, for immediate acquisition or
procurement of necessary personnel to fill the vacancies shown prior to
full approval of completed final change of T/0.
l~. Promotions to higher grade will be held in abeyance until
full approval of T/O has been completed.
