MEMORANDUM FOR: OTR/EA/Plans
SUBJECT
discussed, but based on the paper and some talks
25X1A I have the following comments:
2. In general I have the uneasy feeling that the seminar chose the
unfortunately popular tendency to suggest a new course as the solution to
some vague need. My own feeling Is that we probably have too many courses
new and the priority effort should be to improve existing courses and to rneet
specific requirements and to examine individual careers to see that the pro.
fesslonal, or non-professional, gets the right kind of training at the right
c. Grades 0S-7 through GS-12 seems a very large spread
any kind of tailored instruction.
Problem Solving Seminar Number Five
1. 1 was not here when the proposed Young Professional Course was
a.. I find the discussion of the Need extremely vague and I
would hope that it could be re-examined to be sure we are not
confusing the role of training with that of management, super-
vision, and counseling.
b. Why TO or 80 students? I see no explanation as to how
they arrived at this figure.
d. There is a course now offered for young professionals
called "Introduction to Intelligence. _' Has this course been
rarnined. in light of the expressed needs of the DDS?
.ne proposal as read it does not seem to move in that direction.
3. On page six of the proposal "Opposition intelligence Services,' is
listed as something to be presented by the Office of Security. This is of
course more crop erl done by the CI Staff or the Operations school

4. I am sorry to appear set negative about the proposal but I believe
that more staff work needs to be done before we buy this glob.
