Dear Mr. Schlesinger:
This is the time of year when the Senior Seminar in Foreign Policy of
the Foreign Service Institute of the Department of State invites selected
agencies of the Government to nominate qualified senior officers to its
next Seminar, which will begin August 13, 1973 and end June 7, 1974.
The two officers of your Agency who are with us this year have been
outstanding, contributing enormously to the Seminar as well as profiting
from it. I hope you can nominate two equally qualified for next year.
In view of the rising importance of international monetary, economic
and trade questions, I venture to suggest that if you could select one
of your specialists in this field he could make a very great contribution
to the Seminar as a whole, since we shall be emphasizing this area next
year. However, we shall be delighted with whatever nomination you make.
The Department of State considers membership in the Seminar to be
an honor, awarded on the basis of sustained excellence of performance,
demonstrated leadership and high potential for future greater responsi-
bilities, such as Chief of Mission or Deputy Chief of Mission. The
Central Intelligence Agency Members should therefore:
-- Have a recognized potential for promotion to positions of
greater responsibility;
-- Be GS-16 or 17;
-- Be between forty and fifty years of age.

graphs and brief biographic sketches of the 1972-73 Members, and a
statement on costs and security clearances.

nominating two CIA officers for assignment to the 1973-74 Seminar, or
indicating you will fill these spaces reserved for them.
