This memorandum contains a recommendation submitted for approval. Such recommendation is contained in paragraph 5 below. 2. In accordance with a recent conversation between the Assistant Deputy Director (Support) and the undersigned, transmitted herewith is a draft of the instruction setting forth the basis upon which this Office plans to implement the procedure. 3. This Office has attempted to develop in the attached draft a Logistics Instruction which is premised on the rather fluid considera- tions outlined below and, at the same time, provides definitive guidance to Office of Logistics elements: a. The effectiveness of the special indicator will depend upon consistent rapport between this office and DD/P components concerned in the initial approach as well as any subsequent stages of development in its use. b. Resolution of many substantive and procedural implications related to its use will be realized only on a gradual and mutual basis as a result of actual experience with its use. c. Any type of logistical action which may reasonably be considered a matter will, irrespective of the degree of technicality, a subject at one time or another to operational action based on abnormal circumstances. 4. Paragraph 4 of the Logistics Instruction proposes that the Director of Logistics, Deputy Director of Logistics, and Assistant Director of Logistics be designated as authorized releasing officers. 25X1A2g Approved For Release 2000/08/04: C14360A000100020118-7 Approved For Release 2000/08~DP78-04360A000100020118-7 Acting Director of Logistics Recommendation in paragraph 5 is approved. SUBJECT: Proposed Logistics Instruction No. 42-300-1 Re: "Use of Special Indicator for Cables and Dispatches." Consistent with control, these officials are considered to be the minimum necessary to ensure availability of a releasing authority at all times. 5. It is recommended that subject Logistics Instruction be approved by the Deputy Director (Support). L. K.
