Notice Po-
1. Referenced notice outlines the basic concept of the organiza-
tion and direction of CIA clandestine services and eaaphasises, in
particular, ccnvnicsations channels and procedures between Headquarters
and the field. Farograph 3 of referenced notice contains authority for
Office of Logistics "use of special indicators and. special releasing
authorities applicable to cables and dispatches pertaining to purely
administrative and. technical support matters not directly affecting or
relating to clandestine operations or affecting operational security or
other cc responsibilities of the Chief of Station or the DD/P"
with the proviso that "special indicators . . . shall be issued solely
by Dtt/p "
2. As soon as practicable this Office desires to obtain a special
indicator with general applicability to appropriate Logistics functions
and activities in the field. In order to establish the terms of
reference for utilization of such an indicator, it will, be necessary to
define as finitely as possible the categories of logistical subjects
and/or actions for which it would be utilised. It is, therefore,
requested that each staff and division submit to this Office by
lb February 1956 a list of the types of purely logistical actions in
its particular sphere of responsibility for which it is anticipated
such an indicator could appropriately be used. This listing should be
cc rehensive but booed on types of actions which are sufficiently
