It is a pleasure for me to inform you that your agency's nominee,
the 1974-1975 Fellowship in Congressional Operations Program.

The departments and agencies nominated more than sixty candidates
and competition for the limited number of spaces was keen. The fact
that the candidates were so well-qualified means that another out-
standing group of Federal employees will participate with political
scientists, journalists, and Asian Fellows in the regular program
conducted by the American Political Science Association. Your
agency's selectee will also participate in the seminar which will
be specially designed for the Foreign Affairs Fellows.
Dr. Thomas V. Garcia, from the Bureau's General Management Training
Center staff, directs the program for the Commission. He will

Our invitation to participate in the
Fellowships in Congressional Operations came
in very late and I have received an extension
to 15 June to respond.
Mr. Arnold is our only candidate and
while his papers are impressive I fail to
see why he needs this Program.
In any case, this is the only item of
Board business I have at the moment and inasmuch
