The comments contained in your letter of October 16, 1950, regarding
the draft of "Minimum Standards for the Handling and Transmission of
Classified Information," have been noted by the Interdepartmental Com-
mittee on Internal Security.
Section 32C of-the proposed Regulations was intended to recognize
the responsibilities of the Central Intelligence Agency under the National
Security Act of 1947. As outlined in your letter, therefore, it was
not intended that your Agency should cease to incorporate intelligence
material received from other agencies into its finished studies for
dissemination to interested departments and agencies nor was it intended
that your Agency should cease to reproduce intelligence material for
intra-agency dissemination as required for intelligence studies and spot
intelligence summaries which have to be prepared quickly on a current
basis.
In view of the foregoing and of the statement in your letter of
October 16, 1950, as well as the informal conversations between Mr.
Lawrence Houston of your Agency and Mr. William E. Foley, Chairman, ICIS
Standing Committee confirming the foregoing, it is understood that your
Agency has no specific changes to recommend, and in the absence of infor-
mation to the contrary it will be assumed that you agree to the proposed-
