2. The Planning Staff has considered the proposed agreement from
the standpoint of content and policy as to need and use by the C.I.C.,
and is of` the opinion that all personnel performing duty for C.I.C.
should be required to execute a secrecy agreement.
3. Each individual in the service of the Government is responsible
under existing regulations for safeguarding classified information. Other
than providing a means for proving that an individual has knowledge and
understanding of his responsibility in security matter a secrecy agree- ,
went adds nothing to an individual's legal obligation under existing laws;.
A secrecy agreement does serve to emphasize the responsibility of the
individual in security matters and experience has shown that it has an
excellent salutary effect. Its use is believed to be desirable.
4. In anticipation of the approval and use of the proposed secu-ity
agreement, a provision has been incorporated in a draft C.I.G. Directive,
Subject: "Policy on Clearance of Personnel for Duty with the Central
Intelligence Group," upon which action is now pending, requiring that
each individual assigned to the C.X.G. execute a declaration of secrecy
administered by the Director of Central Intelligence or his authorized
representative.
5. Action recommended:
a. That the draft of security agreement (TAB A) be approved
for corm and content.

Central Intelligencett (TAB B) and the pertinent provisions of
the Espionage Act (TAB C).
c. That the Administrative Division, C.I.G., be instructed
to procure the necessary forms and effect compliance with recom-
mendation b above, and the execution of a secrecy agreement by
each person assigned to the C.I.C.
