1. Pending certain organizational changes being considered
by the Director, it does not seem desirable to consider the
attached plan at this time.
2. I have requested o prepare me a new study
on requirements for the Security Division, to be completed by
15 April. It is therefore requested that no positive steps be
taken to fully implement the 1/O of that Division as recently
proposed.
