Polygraph testing of the personnel in USIB Member Organizations could be implemented within a six to eight week period after initial selec- tion of personnel and office space allocation. It is proposed that this program be under the immediate supervision of the CIA program and evolve under the present IRD structure so that by utilizing the present superstructure and present office space now in use by CIA, this much expense could be avoided in duplication. The additions to the present staff necessary to implement this program would be integrated into IRD as a parallel organization under the USIB Security Officer. 2. Final determination as to the utiliza- tion of personnel would be made by a Board of Interrogation Specialists after a thorough review of qualifications (similar to those in effect at CIA with the exception of language capability) and after a personal interview. TRAINING: - CIA staff members would conduct the training of all USIB Interrogation Specialists. The course would be for four weeks covering ethics, polygraph interrogation techniques, chart interpretation, administration, and report writing. It is contemplated that eight students could be accommodated in present IRD facilities, A second course of eight men would commence a week later and the third course of eight men would commence after another week (providing space is available). F23 Approved For Release 2001/03/02,; 40074200800090005-0 Thus, in six weeks, after the initial course, a total of 24 Interrogation Specialists could be on-the-line. OFF PA With an addition of 24 Interrogation Spec to, 24 new interrogation rooms would be necessary. Also, recording facilities and a vault area. The use of microfilm is envisioned, thus only a small vault area would be necessary. 3. The appraisal of information obtained by the use of polygraph would be made by the Subject's parent organization using criteria established under EO 10450 as a basis for the approval or disapproval of these individuals. This would set polygraph up as a fact finder only.
