1. The attention and consideration of Board members is invited to the
subject .Annual Report (circulated initially as USIB -D-9. 5/3, 4 June), particularly
Section III, the OBSERVATIONS portion therein, which outlines and sets forth
Security Committee comments on problems in the intelligence community
regarding (a) unauthorized disclosure of intelligence, (b) control of information,
and (c) certain personnel security policies, practices, and procedures.
2. We do not now plan to place this report on the agenda of a USZS meeting
for Intelligence Board discussion unless specifically requested to do so by
a Board member, prior to the close of business on 20 July. In the absence of
such request, we will consider, for record purposes, that USD3 on that date
