iUIJiC:'I' Estimated Costs of Investigation, Clearance,
and Polygraph Actions for Fiscal Year 1960
1. This memorandum is for information only.
2. Complying with the request of the Deputy Director (Support)
iii annual reports showing the costa of selected important operations of
the office, we are submitting for the first time esti hates of Office of
Jccurity costs for (a) Full Field Investigations, (b) Security Clearances,
and (c) Polygraph Interrogations. These estimated costs have been
compiled separately for each operation and cover the period 1 July 1959
to 30 June 1960.
3. because of the absence of time studies and cost accounts
and because of the various degrees of participation in each operation by
differdnt components of the office, I should like to point out the estimated
quality of these figures. It is also important to mention that these costa
do not include e..penaea outside of the Office of Security such as admin-
istrative overhead of the DCI, DD/S and Office of Personnel, or non-
roicabur ;able costs incurred by GSA and the Office of Logistics. Because
of these facts there could be large variances in the estimated figures
depending on the assumptions made by the estimator. Any comparison
of these figures with those of any other agency should be made with the
above facto in mind.
4. The currently estimated costs for full field investigations,
:3ecurtty clearances and polygraph interrogations during the Fiscal
Year 1960 are as follows,

a. Full Field Investigations. ~ases, including
overt and semi-covert and covert cases, were completed
during Fiscal Year 1960. The total estimated cost of
these cases approximated for an estimated cost
or case of approximately $163.
