Dear Admiral Hillenkoetter;
Reference is made to correspondence between this Service
and the Central Intelligence Agency in connection with the
entry of aliens, into the United Stator under section 8 of the
Central Intelligence Agency Act of 1949. Under date of
October 24, 1949, you informed me tat the procedures which
have been worked out are satisfactory to the Central Intelli-
gence Agency.
This Service would appreciate receiving assurance from
your Agency that adequate arrangemonts will be made, to insure
that any alien admitted to the United States under section 8
en-
of the Central Intelligence Agency Act of 1949 does not
danger the internal security of the United States during the
alien's exploitation by the Central Intelli~~ence A ency. This
matter has been informally discussed with
your Agency, and he is aware of the assurances the, S ervice
would appreciate receiving in this matter.
It is, therefore, respectfully requested that you inform
this Service of the steps your Agency is prepared to take to
avert any possible danger to the internal security of the United
States in connection with the admission of any alien under sc-
tion 8 of the Central Intelligence Agency Act of 1949, particularly
while the alien is being exploited in the United States by your
Agency.
