SUBJECT: Security Clearances DATE: 7 July 1948 1. It is not believed desirable to weaken the provisions of para- graph 4, for the purpose of providing for permanent appointments of CIA employees. In fact, it is considered by the Executive for A&M that permanent appointments should not be auth- orized until complete security investigation has been made and full clearance granted. 2. I have informed the Chief, Personnel Branch, A&M, of the deter- mination indicated above. 3. It is requested that future security clearances indicate speci- fically the type of clearance given so'that the Personnel Branch may be appropriately guided in both appointment and assignment to duty of the individuals concerned. Remarks similar to those given below are suggested for this purpose. a. Provisional clearance for full duty with CIA is granted under the provisions of paragraph 4, based 25X1A on tenor more years of honorable government service with no subse- quent derogatory indications. b. Provisional clearance for full duty with CIA is granted under the provisions of paragraph 4, based 25X1/`. on a previous investigation by an accredited government agency within the past three years with no subsequent derogatory indications. c. Provisional clearance for full duty with CIA is granted under d. Provisional clearance is granted for entrance on duty in an uncleared pool only,pending completion of full security investigation.
