00 requested consideration of a problem on investigation
of consultants. It is contemplated that from scientific consultants 25X1A
will be employed by the agency. Many of the persons selected are top line men
in their field who have recently been investigated by FBI or other agencies while
serving in an advisory capacity to other agencies. Inasmuch as some of these con-
sultants will be serving in a noncompensatory basis, felt it will 25X1A
be an imposition to ask them to execute the full PHS form, particularly in view
of their established security reco#'ds.
Accordingly it was agreed that he would provide all information possible
on these special cases in order that we might investigate and establish their se-
curity status. It was estimated that not more than 20 persons would fall within
this category, whereas all other consultants would be required to execute the
full PHS.
25X1A This procedure falls within the revision of Administrative Instruction
~nd the handling of such cases would be on a waiver basis as provided for
,thin the revision. Please advise when the first cases of this nature are re-
ceived in order that we may look them over to determine whether 00 is in a posi-
tion to furnish such information in conforming with the above.
