1. GENERAL
Rental of Haloid Xeroc Copyflo Machine (continued)
The Chief, Printing and Reproduction Division has withdrawn his
request that release of the proposed rental agreement or the subject
equipment be withheld pending further word from him and the rental
agreement will now be submitted to the contractor.
b. Air Conditioning Units (continued)
The following bids for furnishing and deliver1.g Air Conditioning

Negotiations were conducted in on 23 May 1955 with
for the proposed CPFF con rac or production of
seven motion pictures. The contractor's initial estimate for the
proposed work was reduced from $125,000.00 to $96,089.00 and his fee
was reduced from 10% to 8% of cost. Negotiations of the proposed contracts
with Psychological Corporation and Educational Testing Services will be
conducted during June.
d. Procurement of Miniature Remote Operated Switch Equipment (new)
A purchase request has been received from TSSIAPD for production

of 50 miniature remote operated switches similar to those developed

and drawings. The estimated cost o the proposed procurement is $195,000
and is chargeable against 1955 fiscal year funds. TSS has requested that the
contract be negotiated with however, the method of procure-
is being explored further by CN&SS with a view toward obtaining
drawings and specifications at this time and obtaining production quantities
at a later date during fiscal year 1956.

e. Urgent Procurement of Replacement Equipment for Commo
Overseas Installation (new)
Requisition 55-8155, OC/R29-168-55, classified "CONFIDENTIAL",
covering 7 items of electrical equipment, urgently required as
replacement components at an overseas installation. It was understood
at the outset (10 May 1955 when this request was received) that the
corresponding units now in use are in a state that may cause them to
break down at any time especially under the heavy workload experienced
at this time. It was expected that these items might be delivered to
us within 30 days after issuance of a contract. It was agreed that
procurement should be by advertising in view of the competitive nature
of the items. IFB 73-55 was issued on 16 May and sent to four bidders.
As a result 3 bids were received. The best delivery for the lot was
30 days. At the time of bid opening on 20 May, several questions
came up which made it necessary that the consulting contractor in
connection with this particular installation be contacted. The
consulting contractor indicated that there were some technical changes
necessary. These changes made it advisable to readvertise under
IFB 85-55 which will be opened on 27 May.
f. Purchase Request for Division of Near East and Africa (new)
Request 55-8493 received in this section on 19 May, well after
the 1 May deadline. This request requires the security classified
purchase of 8 each VEF FM mobile receivers at an estimated cost of
some $3,000. Procurement by negotiation from a sole source _ was 25X1A
justified on the basis of intended use with and interchangeability of
components, etc., with the equipment procured under 25X1A
25X1A with The ETD for this equipment is understood to be 10 June.
25X1A Negotiations with - on 20 May revealed that the required units could
not be delivered until the latter part of August 1955. -indicated 25X1A
that they could deliver a substitute unit within approximately 35 days
and for less money. The substitute unit would be identical to the unit
required, electronically, however, the case on the substitute is con-
siderably smaller. Since the case may be too small for any future
modification this feature may be objectionable. This information was
conveyed to NEA by telephone on 20 May and confirmed by memorandum
on the same date stating that no further action could be taken by this
off ice pending their reply. NEA has not replied to date.

six day week basis. A review is made every Friday, however, by each
section chief to ascertain that the workload will, in fact, require
all employees to work Saturday.

1. Backlog of Work - The backlog of work remains about the
same and, as previously stated, is particularly acute in the
stenographic typing field.

by the President's National Advisory Committee, he though it unfair
to hold our order on such an indefinite basis and therefore was
returning it. With respect to the problem as a whole, according to
current reports the allocations will probably be made by the National
Institute of Health. However, there appears to be some conflict
between NIH and the Polio Foundation. There is not much this office
can do under the circumstances but wait and see what the outcome is,
except perhaps to contact NIH in an effortto be placed on some type
of priority list.
n. Procurement Review Committee - The Committee held two meetings
during each of the following days: 18 May and 21i May. The Committee
reviewed a total of six new cases and two old cases and was able to
resolve four of them. The other four cases have been tabled for
further review upon receipt of additional information.
p. Proposed Staff Study for Logistics Su
At the direction of the Deputy Chief, Procurement Division, the
Chief, Purchase Branch, attended a meeting Monday, 23 May 55 in the
office of the Special Support Assistant to the Director of ',Logistics,
to represent the Procurement Division regarding the proposed plan of
the procurement phase of the overall study. A report is in the
process of being prepared for the Chief, Procurement Division, as
to the outcome of this meeting.
