The attached chart shows the estimated utilization of the IBM 7090 during 1963 and 1964. The chart has been prepared by the ADP Staff in response to the recent request of this Committee. 2. I should like to make the following observations concerning the chart and the computing workload to which it relates: a. The Agency has determined that the OSA, DD/R task will be done. This task can be done only with the support of a large-scale scientific computer. The DD/R, the ADP Staff, and this Committee have all con- curred that the IBM 7090 is the preferred machine. The degree to which the 7090 is utilized does not, therefore, affect the basic logic of this acquisition for the immediate and urgent DD/R task, b. However, the degree to which the 7090 is utilized on applications other than the OSA, DD/R task is a measure of additional gain to the Agency through this acquisition. The extent of such gain, deriving from a mandatory acquisition for the OSA task, is, of course, of very great interest to our Committee. Initial utilization of the 7090 will, of course, reflect this fact. d. There are nonetheless some advantages (apart from meeting the DD/R schedule for an initial operational capability) to the Agency in acquiring this machine at such a precipitous date, it will force us to learn more rapidly how to use this powerful tool. It will bring us to in-house production capabilities at an earlier point. It will permit initiation of 7090 sup- port to other Agency components, particularly OSi, DD/R, months in advance of previous ADPS planning. e. It will be noted that DD/I scientific computing needs are presently seen to be more extensive, if less urgent, than those of the DD/R, f. The ADP Staff predicts that, as a minimum, full- shift utilization (160 hours/month) will have been realized at the end of the first year of operation. (The rate of development of the 7090 workload will be paced in significant measure by the degree to which management provides the resources of development; i.e., policy, ceiling authorizations, budget, space, etc.) g. The specific tasks shown in the attached chart are those presently identified. Some of these will not endure. Others will "increase and multiply." The present list is simply an initial surfacing of scien- tific computing tasks within the Agency. A second generation of tasks may emerge in time and could grow to dominate the 7090 workload. The utilization figures presented in the attached chart are gross estimates. They derive, nonetheless, from thoughtful consideration of the information avail- able on these applications at this point in time.
