MEMORANDUM FOR: All D&E Program Managers
SUBJECT: FY'66 Budget
1. The Program Engineers' submissions for substantive goals
for FY'66 D&E budget, along with the budgetary estimates necessary
to fulfill these goals, have been reviewed by this office and the D&E
Branch Chiefs on 19 and 22 October. We have come up with certain
recommendations regarding both the substance and fiscal level of each
of the ten programs proposed. In doing no, we have arrived at an
arbitrary, but probably realistic, total D&E budget for external
contracts This is in contrast to the Program
Engineers' aggregate request for something
2. From previous experience, it is assumed that these
budgetary figures (those recommended by this office and the Branch
Chiefs) will be used as the preliminary basis for preparing TSD's
FY'66 program. However, as in previous years, this program will
be reviewed in the form of "Operational Program for FY'66" sometime
after January 1965. At that time you will be requested to update the
substantive and fiscal aspects of FY'66 goals papers, as well as prepare
brief commentaries on FY'65 accomplishments.
