L. Attached are rosters of the members of the six Working Groups of
the Career Service Committee and the directives and terms of reference
that have been given to each Working Group by the Committee, In the event
that there are specific matters that should be brought to the attention
of a particular Working Group or if it should be desirable for a particular
CIA unit to make a presentation to a Working Group of a situation or a
problem that concerns its the undersigned will be able to make the necessary
arrangements&

the extremely complex problems with which it has to deal, the more suc-
cessful it will be in making sound recommendations on an Agency.wide basis,
