Per your request this note will serve informally to confirm
my sincere interest in working out a high level briefing by Central
Intelligence Agency for the members of our next Mid-Career Course
on Foreign Affairs, and to pinpoint my views of the direction which
such a briefing might advantageously take, together with a few
pertinent administrative details.
I suggest for the consideration of appropriate members of your
agency and yourself a two-day session, consisting of 3 - 4 lectures
followed by panel discussions (the format of the JCS briefing we
enjoyed last week). I believe that the following topics would be
of particular interest to us:
1) Comparative Analysis of Intelligence Organization.

principle strengths and weaknesses, its principle
organizational problems both domestic and foreign,
and, in general terms, its operational techniques.

The Contribution of Other U.S. Agencies in the Intelligence
ield - to include CIA's estimate of the roles of State,
efense, and other Department and Agency representatives,
both in the U.S. and abroad, in developing the intelligence
we need. An analysis of current inter-agency communications
and weaknesses therein would be pertinent.

From the administrative point of view I should like to propose
December 6th and 7th for the dates of,the presentation, and to
suggest that if convenient we bring adquarters
for the briefing. Our facilities in o not include
an adequately secure conference room fora rie ing 74 this kind,
and, furthermore, since we are mobile, our coming to your Headquarters
may, I hope, make it possible for higher level people to take part
25X1A in the sessions on your side.
By way of background information the class will be composed of
approximately 20 FSO's of Classes 3 and 4, as well as one or two
representatives each from the Departments of Defense and Agriculture,
USIA, NSA, ICA, and your own agency. All are cleared for top secret
briefings. Average age of this group is 40-45, and all have had
10-15 years of Government service here or abroad. They tend to be
mature in their outlook and to take this course, of which I enclose
a sample outline, very seriously. We give the course four times a
year,
