At an Army Intelligence Unit meeting in Germany, the engineer who designed the AN/PAC-2 said it was feasible to miniaturize the circuitry of the AN/PAC-2. 2. It occurred to me that it might be practicable to put the transmitter circuitry in a flashlight housing and equip the flashlight with a bulb, reflector, and IR filter such as are used in the AN/PAC-2. The battery would be carried separately, with a cable and plug for connecting to the transmitter. A small telescope, like a rifle 'scope, having a mounting clamp which indexed with the transmitting flashlight would provide the alignment device. 3. Such a set would give an agent an easily concealed one-way transmitter which could be infiltrated in three parts. D cells are recommended for power, being available in many parts of the world behind the "Curtain".
