1. She Acting CmIrman emmned the meting by commuting that the
Committee had for several years been concerned with the problem of
providing the intelligence cam nunity with needed information fz Soviet
scientific and technical literature. On problem was of such proportions
that only by marshalling all, available facilities and mta4miaiag dvpli-
cation of effort by informing each of the others plans and production
could even an approach to a solution be made. In accord with these
objectives the Comittee proposed at this time to review the anticipated
efforts and scope of coverage of existing facilities for fiscal 1999.
Acting *Airman then introduced Mr. Ralph O'Dette, Notional Science
lion, who addressed the Ca?ittee concerning the Foviation's
program for this yeeur.
2. RATIONAL SCIBItI$ PC~fRDATXON
W. O'Dette stated that his remarks would be of a feral nature,
and statistics would be drawn from =tmory. Sbe EP program, he said, has
such broader objectives than it has been able to achieve. Tl'ee main
objective, however,, is the dissemeination of the results of foreign
scientific research, which, for budgetary , is 99.9% devoted to
the literature of the I. W. O'Dette noted, for purposes of comparison,
that in 1956 the MP budget was X5,000, while in fiscal 1958 a oxi-
nately $800,000 was spent on the program. The tentative budget for fiscal
1959 is $1,100,000. The acquisitions, abstracts, trans-

and am series of selected translations. During 1T-99 ESP hopes to add
six new Journal titles to the .List, increase the series of abstracts to

bibliographic reference. Mr. Otte pointed out that MP itself has no
requir pman% s for scientific information, nor does it contract directly
for the production of such ices. Its function is to support
research In the form of grants to Institutions.
The Acting Ctsirsaaa asked whether MW was considering coverage
of the "Referatieu vy ." for 1959. Mr. O'Dette replied that W7 bad
supported the metally ,y series beginning with issue J9 of 1957, and had
also made s grant recently for translation of the geology series.

a rider to the amended Mutual Security Act of 3.954, as to whether W pa'o-

The Acting Cl airman nact introduced Mr. Scott Adams of NIB who
distributed to Committee members a paper entitled' "Problems in Caumuoi-
eating Russian Science," which was prepared by him. Dir. Adams remarked
that DiS's Russian, scientific trawaxblan program is simi" to DSF's.
It originated in 19% vhims the Senate Appropriations Committee directed
NIB to provide through grant or , a Russian medical, translation
service for the purpose of making available to Aneric n scientists the full
findings of Russian scientists. This program eehasizes the translation

voluminous, (there are more than 500 biomedi ana- research institutes, most
of which pubU& papers In their coil i ected works) selection is a problem.
To cover this fle3A broadly. a grant from Public 8?slth Service was given
to Dmccerpte Medina to produce abstracts from Soviet medical Journals.
Ex oerpata Medico, produced 2,900 abstracts the first year with a 70" increase
this or, totaling approctimately 5,300 translated abstracts.
The abstracts are published in "Abstracts of Soviet Msdicine," which has
two parts: (a) devoted to the basic medical, sciea~ces, and (b) to clinical

7,000 Federal Government grants placed with academies and private
institutions for medical research, the results of which are made freely
available to research scientists. NIH has in preparation a study of the
AcedemW of Medical Sciences, Its organization, functions and budget
pceocedures, and the Five Year Plan in Medical and Pharmaceutical Research
has been translated. It is also planned to do a cover-to-caver translation
of Pavlov s s Journal of Higher Nervous Activity.
In addition to the translation of Russian review papers, NIH
plans to continue in the present fiscal year its program of production of
material for evaluation by porofessionals in the field.

The Acting Glmirmea then presented Mr. John Green of OTS who
described OTT as a clearing house and dissemination point for scientific
and technical information. He reported that Congress had appropriated
one-half million dollars in Jbly for OTS operations and in the interim,
he said, such has been squished. Arrangements have been concluded for
STATS P E C OTS to obtain copies of the Referativz series which are prepared
for the purpose of making them generally available on subscription. KIM

organize and sell the cards an a subscription basis as publications. These
should be available by midm,August. OTS plans to re-issue the "Scientific
Information Report" pfd by FDD, and to have it available an
subscription by mid-August. W. Green stated that he and W. O'Dette had
arranged a cooperative effort whereby the Crerar Library would collect
nongovernmental translations and OTS would collect governmenta'pr+oduced
translations, with a view toward the eventual production of a joint Cosmerce/
14SF translation monthly. Meanwhile, OTS will reproduce the scientific
section of the "Consolidated Translation Survey" utilizing material
assembled by FDD. Efforts will be made to provide a reference service by.
add-September, beginning with a catalog of ATIC materials. W. Green
expressed appreciation for the cooperation received from FDD and ATIC.

A. To discuss program reviews and other matters before

B. To determine overall Agency priorities for explloitation

The Panel agreed to these gmiersL objectives, subject to emendation
or expansion as might become desirable or necessary in the future. Be

time to consider appropriate business of Agency Interest in the field
of exploitation or translation. Panel members will be provided with
