FROM : DRS - Stanley Wilcox SUBJECT: CIA DDfs Transliteration Handbook DRS has experienced no fundamental problems with respect to the Russian transliteration scheme; however, DRS uses "i" for both the long and short i because the use of "y! makes for confusion. The Se}~bo-.Croatian system likewise presents no difficulty. In the case of Bulgarian, DRS would reserve the right to omit the use of the short "i" (ikratkaya, transliterated as "y") at the end of a word, especially in the case of proper names.
