Reference is made to the minutes of the meetings of the Exploitation Sub-Committee on 8 July 1955 and 12 August 1955, and to your memorandum for members dated 1 July 1955. 2. It is recognized that adequate exploitation facilities are lacking on certain areas of foreign language publications. This is particularly true, insofar as the Air Force is con- cerned, in the periodical literature field. As you know, the present joint periodical exploitation project participated in by FDD/CIA, ATIC, and AID/LC, is an initial and vital step towards solution of the above inadequacy. It is felt that the majority of the truly valuable available items have been covered in that program. A review of USAF production agencies reveals diminishing interest in the unexploited titles on the on inal list of USSR scientific and technical periodicals as well as on newly published and newly received items. The slight interest in Satellite scientific and technical journals is probably caused by the degree of duplication of Soviet press material by the captive nations press. 3. In spite of the above, USAF would find desirable ex- ploitation by abstract rather than by collation of the follow- ing: a. In view of the capability for monographic exploita- tion enjoyed by the USAF through the Air Information Division, we are not inclined to sponsor augmentation in that field. However, in principle the USAF supports the exploitation of all SovBloc document sources for military type information. 5. One cause for anxiety, in the light of the proposed augmentation, is the apparent inability of FDD/CIA to meet the commitment already existing in the joint S&T periodical abstracting program. Current information indicates that ATIC has not received any abstracts dealing with any 1955 issues of the sixteen (16) periodical titles originally scheduled for FDD exploitation. It is suggested that addi- tional manpower, if available as a result of the proposed action, might be more effectively utilized in bolstering the initial program. HOWARD G. USE OF TRANSLITERATION HANDBOOK - AFd(Y -ft 1. Zn early 1954, G2, DA, requested and received 500 copies of the Transliteration Handbook. These were disseminated internally within G2 and to the DA Technical Services, the Army Attaches, Army Liaison officers, and Field Commands together with a letter of in- struction concerning the use of the handbook. 2. The standard transliterations are currently being employed by DA personnel with limited exceptions. Many, if not most, of these ex- ceptions result from personnel turnover, and when deviations from the accepted transliteration systems are noted, instructions are sent to the office involved to correct the situation. 4. Although not specifically related to the problem of trans- literation, a pressing requirement does exist for the adoption of standard translations for important organizational and functional terms, especially in Russian and the Eastern European Satellite languages. An ad hoc Committee on Standardization of translated Russian Terminology prepared a list of Russian terms with their English equivalents in 1953, but either this was never approved or it was never widely disseminated and adopted within the IAC. 5. It is proposed that the Subcommittee consider the problem of standardization of terminology and take such action as may be considered appropriate. Q. R. W.
