Soviet metallurgy is complying with principle of ful-
filling present Five-Year Plan in four years. Last
year total production of metallurgical industries hit
101%. Plans for first quarter of 1948 have already
been exceeded. However, labor appears to be great
stumbling block in path of successful production.
Presents methods for overcoming this deficiency.

Certain excavators are fitted with friction clutches
having ferodo linings. These have proved unreliable,
due to rapid wear of ferodo, and Voronezh Mining Ad-
ministration has replaced them by disc clutches. One
of these, a sketch of which is given, has been in
service for nearly a year without refitting. Wider
employment of such clutches is recommended, especiall;
in view of acute shortage of ferodo.
