POLITICAL PRO-COMMUNIST HEAD OF FRENCH ZIONIST FEEERATION RESIGNS -- Tel Aviv, Davar, 3 Jul 64 Paris, 2 July 1960 -- The executive body of the Zionist Fe era ion o. France has accepted the resignation of Andre Blumel as its president. B1iamel.'s., recent visit to the GDR, followed by publication of articles sympathizing with the regime and his appearance at public meetings of the French Jewish Com- munists, caused friction with the leaders of various Zionist parties affili- ated with the federation. His refusal to abstain from joint activities with anti-Zionist groups finally forced his resignation. He will, however, remain a member of the executive committee. foment: The Tel Aviv daily Herut of 4 July 1960 expressed surprise that Blumel, who became president of the Zionist, Federation in 1955, have held the post so long "in view of the increasing resentment against his Con?nunist tendencies." He is also vice-president of the France-USSR Associ- ation and recently visited the USSR in this connection. According to the Paris independent daily Le Monde of 5 July, the Zionist Federation of France issued a cormnunique announcing with regret Blumel's resignation as presi- dent of the federation" and expressing "most sincere thanks to Blumel for his devotion and great service to the Zionist cause." The Paris Communist daily L'Humanite, which has reviously reported on Blumel's activities, did not mention his resignation EAST GERMAN DISCUSSES CEMA MULTILATERAL CLEARING SYSTEM -- Berlin, Der Aussenhandel, No 10~ May 60, pp 21-22 CPYRGHT The CEMA (Council for Mutual Economic Assistance) ing system was established about 3 years ago, but except for a few isolated multilateral clearings, payments have continued to be settled through bilateral clearing. Full utilization of all the possibilities of the international socialist division of labor and a corresponding expansion of commodity trade will become possi- ble only if in the payments relations new forms are used which facilitate this development. Therefore, the CEMA multilater4 clearing system is be- coming increasingly important and should attract the attention of theory and practice more than heretofore. Comment: Details will be given in External Economic Relations of Bloc Countries (20)j CPYRGHT CPYRGHT POLAND TO EQUIP ITS OCEAN-GOING SHIPS WITH RADAR -- Warsaw, Trybuna Ludu, 10 Jul 60 The Polish Ministry of Communications recently announced plans to nstall domestically manufactured radar equipment on ocean-going ships hortly after 1961. This equipment has passed the experimental stage and is now being tested. USSR TRANSPORTATION IN FIRST HALF OF 1960 -- Moscow, Gudok, 13 Jul 60 In the first half, of 1960, USSR transport hauled more freight and accounted for more freight turnover than in the same period of 1959. Rail- roads carried 921 million tons of freight, an increase of 7 percent over the same 1959 period,; produced a freight turnover of 736 billion ton-kilo- meters, an increase of ,5 percent, and fulfilled the plans for these two indexes 102 percent. Electric and diesel motive power accounted for 41.5 percent of the total railroad freight turnover, i.e., 37 percent more than in the corresponding 1959 period. River transport moved 83 million tons of cargo, an increase of 9 percent, accounted for a cargo turnover of 38 billion ton- kilometers, an_ increase of 10 percent, and fulfilled the cargo transportation plan 104 percent and the turnover plan 103 percent. Common carrier motor transport hauled 714 million tons of freight, an increase of 25 percent, produced a cargo turnover of 11 billion ton-kilo' meters, an increase of 23 percent, and fulfilled the cargo haulage plan 106 percent and the turnover plan 103 percent, respectively. Pipelines pumped 61 million tons of products, an increase of 18 percent, produced a cargo turnover of 25 billion ton-kilometers, an increase of 29 percent, and fulfilled the pumping plan 105 percent and the cargo turnover plan 106 percent. Thus, for railroad. freight turnover it was 7 percentage points less, for river cargo turnover, 5 per- centage points less, and for common carrier motor freight turnover, 7 per- centage points less. However, it was Up 5 percentage points for pipeline cargo turnover) CHINESE EXPERT FINDS MOROCCO SUITABLE FOR GROWING TEA -- Peiping, Jen-min Jih-pao, 7 Jul 60, p 6 With the aid of Chinese experts, Morocco, a great tea-consuming ation (about 1+,000 tons annually, mostly imported from China),, has dis- overed land suitable for growing tea domestic.lly. In 1959, at the in- itation of the Moroccan government, China sent a tea-growing expert, and C PYRG HT soil expert to l45 key areas in eight Moroccan provinces who discovered ver 98,000 hectares suitable for growing tea.. These inspection tours ere personally arranged by the Moroccan Ministry of Agriculture. A French ewspaper ridiculed the Chinese experts and insisted that Morocco was un uited for growing tea. Previously, in 1958, Morocco had invited UN tea xperts from the Netherlands; however, being armchairspecialists, they roposed that commercial tea orchards not be established immediately. CBThESE INCREASE NATIONAL GRAIN TAX AND PURCHASES OVER 1959 -- Peiping, Ta Kung Pao, 27 Jun 60, p 2 CPYRGHT Up to 22 June 19 0, the amount of summer grain purchased and collected for tax purposes by the state increased-51 percent over the same period in 1959. The purchase, tax collection, and storage of the summer grain crop of winter wheat production areas throughout China is at a peak. Hupeh and Chekiang provinces fulfilled their summer grain purchase and tax collection quotas ahead of schedule and Szechwan and Hopeh provinces have fulfilled their plans over 70 percent. Shantung, Honan, Shensi, Kiangsu, Anhwei, and Shansi provinces are storing large volumes of grain. DAIREN AREA INDUSTRY CONVERTS TO COAL GAS -- Peiping, Hua-hsueh Kung-yeh, No 10, 21 May 60, p 18 CPYRGHT The 66 boilers used by the heavy industry system of Lu-ta (Dairen- Port Arthur) are now all being fired by coal gas; this change-over is resulting in large savings in coal and manpower. In 1960, the !-year university will temporarily have only the schools of philosophy, political economy, and history, but in the future, the. Chinese-language, foreign.-languages, and education schools will be added'. Each school will teach more than 20 subjects.
