referent 10 March enorandur, , with the single reservation note
below.
2. Reg combined recoeatfrendations No. 8 and No. 26,
paragraph 2, considers that both this Office and its Agency
consumers cou eenefit by its representation in the Collection
Guidance Advisory Croup. Such representation appears important
if the Croup is to serve as an effective means of i> proving
conteanications between the originators of requirements and those
whose function it is to fill theta. Occasional invitations to
representatives of collection activities way not suffice to
establish the kind of co:nications between substantive offices
and collectors rezon ended in the Principal Pindings of the IC
study.
