Dear Henry:
I am sorry for the dole, in answering your letter of 1 karat,
but I have been out of the office for appraxUartely amok.
First of all, I am glad that you find our future plans for you
toceptable, and I see no reason why we cannot meet you halfway and
amply with your request to remain in Tokyo until some time this fall.
It is probably a little ear4 to decide the exact date, but I ow no
reason at this time why we couldn't settle on Novembers You could
then take soma leave and spend approximately six months in Washington,
which would put you in England during the summer of 1950. Of course,
you realise that something over *Act I have no control may happen
to alter theee plans but at the aament I think they will lark.
At the tims--41----Was downgraded to a, CAF-11 it is my under-
standing that he a enough time in grade to entitle hie to retain
his salary. Furthermore, the *goner is muoh stricter about this
matter now than it was at that times Our investigation reveals that
you are at present at the bottaa of a CAF4.121 which is also the top
of a CAP-11. According to agency regulations, if you were doeograded
you would be entitled to the third step in a CAF-11 or $598640?
which is one step below the top. Special permission would have to
be obtained in order to permit you to remain at the top of the grade.
I will be glad to oaks suoh a request and certainly hope that we can
get it through, but obviously I cannot guarantee it.
I am very smathetio with your technical problems and I would
like very much to supply you with a top notch technician imaediately.
However, it just isn't possible to do so. We have to got three firet-
rate technicians for our East Coast Bureau and for Okinawa in order
to proceed with our construction and we are having great difficulty
in getting them. I hope that you can get along as is for at least
a while longer.

We all recognise that Tokyo was started as a stopgap operations
and also recognise the fact that you are Risking every substantial
contribution to our effort despite the many handicaps under which
you operate. Please do not interpret for one moment sot commendation
for/Weed& as a reflection upon anyone else. Reseda has a fines
well-engineered and well-staffed station and it is expected that
their results should be tar superior to yours at this time.
We are very anxious to learn whether or not FEC approves of
Sugimura and his family coming to Tokyo under the arrangements I
have outlined before.
