1. The minutes of the last meeting of the Board were reviewed and
approved subject to changing the word "could" to "would" in the last sentence
of paragraph 4. This sentence should read: It was generally agreed that this
would be a matter for further discussion by the Board at a future meeting.
2. The Board reviewed 110 cases of employees who had been nominated for,
designation as participants in the System, and 2 requests from participants
for voluntary retirement. It took action as follows:
a. Recommended designation as participants of the following named
employees with 15 or more years of Agency service, provided they would
elect to remain in the System if so designated:

b. Recommended designation as participants of the following named
employees who will complete 15 years of Agency service on the dates
indicated:

d. Recommended approval of the requests for voluntary retirement
received from the following named participants:

The Chairman called attention to. the fact that the office of General
Counsli was examining the wording contained in Public Law 88-643, Part J,
Cost-of-Living Adjustments of Annuities, in order to determine if it would
permit the granting of cost-of-living increases to annuitants under the CIA
Retirement System, including provision for retroactive coverage, in line with
any future changes as may be approved for annuitants under the Civil Service
Retirement System. It was generally agreed that annuitants or prospective
annuitants under the CIA Retirement System should be appropriately informed
should such study reveal that they are not entitled to cost-of-living increases
under the same conditions as annuitants under the Civil Service Retirement System.
