1. The minutes of the last meeting of the Board were reviewed and
approved as presented.
2. The Board reviewed 91 cases of employees who had been nominated
for designation as participants in the CIA Retirement and Disability System
and took action as follows:
a. Recommended designation as a participant in the System and
approval of retirement of the following named Career Agent:

*Designation recommended with the proviso that his formal designation be sus-
pended until it was known that the Director of Central Intelligence had
approved the request of the Clandestine Services Career Service for an exten-
sion of his service from the date of designation until 31 December 1966.
**Has vested right to elect to remain in the System.
b. Recommended designation as participants of the following named
employees with 15 or more years of Agency service, provided they would
elect to remain in the System if so designated:

3. The Chairman called attention to a memorandum that he had received
25X1A9a from the Executive Director-Comptroller dated 18 October 1966, subject:
Nomination for the CIA Retirement System, in which the
Executive irector-Comptroller stated that he had reviewed and discussed
25X1A9a the ;ase with the Director of Central Intelligence. The Chairman
note at while the memorandum indicated concurrence in the Board's action
25X1A9a in approving the designation of Mr. as a participant in the System, it
levied the requirement of forwarding each individual case involving domestic
qualifying service to the Executive Director-Comptroller for informal review
before final action is taken.
4. During the course of this meeting it developed that certain incon-
sistencies appeared to exist in the manner in which periods of overseas
qualifying service were calculated in cases involving home leave following
completion of an overseas tour, with possible TDY in Headquarters, and
return to the same post; home leave and/or TDY in Headquarters and PCS
assignment to a new post; and TDY travel overseas of employees stationed
PCS in Headquarters. In this connection the Chairman quoted the following
paragraph from the policy book as recorded during the Board meeting con-
ducted on 15 April 1965:
"A procedural question was presented to the Chairman concerning
computation of periods of overseas service and whether it would be
necessary to check such computations for possible periods of home
leave which if subtracted would affect the total amount of such
service. The Chairman commented that he would be inclined to
accept the official Agency record of such periods of service as
recorded in the Finance Division and as reflected in the computer
listings."
It was generally agreed that this could be a matter for further discussion
by the Board at a future meeting.
