SUBJECT . Notes from Career Council Meetings on Retirement Policy,
dated April 1960 - 1962
1. In response to your request, here are a few million words on the
subject. The policy change occurred between August 1959 Civil

a. 30 April 1959 meeting of the Council: Proposal to establish an
Agency Retirement Board orally presented by the Director of Personnel
and accepted by the Council. Legislative obstacles to attaining early
retirement -'or Agency employees discussed as a peripheral issue. Att-

b. 25 May 1961 meeting of the Council: Agency's policy on retire-
ment at age 62, discussed at length. Attachment
2. Unfortunately they did not come to grips with the reasons leading
to the policy.
