2. 1 appreciate fully the circumstances that prompted your proposal.
However. they are not uniqu The same rationale you have 25X1
advanced could be extended in whole, or in large part, to many other Agency
employees now subject to our retirement policy.
3. Before trying to act on your proposal, therefore, I believe we need
a more precise delineation of the typeas of employees involved (for example,
I unstand that a GS- I I Special Services officer would be covered by the
proposed exemption as well as a number of administrative clerical em-
ployees including the CS-t8 secretary 1: 1 Also, the 25X1
Director of Personnel should attach to proposal an assessment of its
impact, if approved. on the administration of our present retirement policy
elsewhere in the Agency.
4. Since the above actions may require some time to complete, you
will no doubt want to submit separate requests for further extensions with
spect to the four employees now scheduled to retire on 30 September 1966.
