Forwarded herewith is the Communications Engineering Quarterly Report for the second quarter of Fiscal Year 1974. 2. Listed below are some highlights reported during the quarter: b. The Request for Proposal (RFP) for the Cable Dissemination System (CDS) was forwarded to nine vendors in early October 1973. A bidders conference was convened on 17 October. By mid-November, six of the nine vendors had withdrawn from the competition, leaving 25X1A5a1 as the three remaining bidders. Proposals were received from these firms on 4 December, and the CDS evalua- tion team conducted an intensive review and evaluation of the proposals during the week of 9 December. The results of that evaluation were presented to OC management, and evalua- tion of the proposals continued through the end of the quarter. Source selection is anticipated in early February 1974. The Voice Communications Working Group presented the Voice Communications Plan to the OC Executive Board on 6 December. The Board requested additional information prior to making a decision on the Agency's voice communica- tions program, and the Working Group since has been meeting regularly to prepare the information requested by the Board, and to refine further the Voice Communications Plan. d. With the resolution of several knotty technical problems, MAX-lA was accepted and became operational on 19 November 1973. Subsequent to some initial equipment failures and switchovers, the system appears to be settling down and working well. MAX-I, after more than seven years of operation with a reliability of above 99.99 percent, is being removed, and minus its classified components, turned in to base salvage. 25X1A2g e. The satellite was launched successfully on 10 November 1973. T e satellite performed flawlessly until 5 December, when it failed to respond to a high-power output command. Investigation into the cause of this problem continued through the end of the reporting period.
