Approved For Release 2000/05/23 : CIA-02771 R000400A 0011- DEPARTMENT OF STATE Division of Biographic Information 'IMARI (UMARI),''Abd al-Galil Dr. 'Abd al-Galil al-'Imari, according to the Egyptian press on October 26, 1957, has been appointed Governor of the National Bank of Egypt. However, the U.S. Embassy at Cairo reported that as of October 30 he had not accepted the appointment. In February 1957 he reportedly gave the impression he had a strong dislike for the policies of 'Abd al- Nasir and seemed to have no desire to accept any post with the Egyptian Government. US officials describe Dr. al-'Imari as a financial expert of sound judgment with an excellent reputation throughout the Arab world. During the first year and a half following the revolution of 1952, he was in good standing with the military regime and was regarded as one of the most outstanding men planning the economic development of Egypt. It was said that he had made a competent, realistic survey of the financial and economic conditions of Egypt, advocating austerity measures on the part of the people and the government and increased production as a long-range means of raising living standards. A career civil servant for over twenty years, al-'Imari is considered to be western-oriented. One reference says that he is "not anti-British". His relations with US officials and businessmen have apparently always been good, and for the past two years he has worked with a business concern which is a subsidiary of an American company. Al-'Imari was born in 1902; he is married and has four children. He was graduated from the Faculty of Commerce, Fuad I (now Cairo) University in 1929 and later obtained a BA degree from Leeds University in London. In 1931 he was appointed to a junior post in the Ministry of Commerce and Industry and eventually became a Director General of Commerce. From 1944 to 1947 he served as Controller General in the Ministry of Supply and from 1947 to 1950 was Undersecretary of State in the Ministry of Finance. From 1950 to 1952 al-'Imari was engaged in private business. In 1952 he became Minister of Commerce and Industry, and later in the same year Minister of Finance and Economy, remaining in that post until 1954. From 1954 to 1955 Dr. al-'irnari was Managing Director of Bank Misr; in October 1955 he returned to private industry as an employee of the Nile Ginning Company of Alexandria (a subsidiary of Anderson, Clayton and Company of Huston, Texas). He is now General Manager of Nile Ginning Company; in May 1957 was elected president of the Cotton Exporters Asso- ciation in Egypt.
