SUBJECT : Unconventional Methods of Economic Warfare
1. I have been discussing the subject of unconventional
methods of economic warfare with Mr. Winant of NSRB and he
suggested that I get in touch with you, particularly with
reference to the seriousness of such attacks against our Allies.
2. I am forwarding herewith two papers dealing with this
general subject. The first is an extract from an article in
the Harvard Business Review by Charles C. Abbott and the second
is a paper which was prepared in Mr. Winant's office.
3, At your convenience, I would like to discuss this
subject further with you.
