The Soviet rejection contended that the US counterproposal did not conform to the basic principles of the 30 August Moscow directive. The Soviet representative In Geneva, however, expressed the belief that, although it'require4 significant amendments and aclciitions, the UN Technical Committee's draft report did conform to the Moscow directive.
