the Netherlands Government to accept the newly-proposed
Security Council resolution on Indonesia and that the Dutch
"would rather starve" t1an accept its terms. The Foreign
Minister emphasized that "he very much feared" the
Netherlands would wttlaw from the UN if the resolution
were passed.

Foreign Minister exaggerating Dutch reaction to the
resolution in the hope of forestalling strong SC action.
