1. RUMANIA: Food situation acute -- Gheorghiu Dej, new Communist
Minister of National Economy, has indicated to US Representative
Berry that the Government is ""extremely disturbed" over prospects
of widespread famine this winter. He said that, unless adequate
help arrives, starvation will be general after January., De j hinted
that the Opposition was stirring up trouble and that he "was by no
means certain" of the Government's ability to maintain order in
view of "anticipated growing unrest,"
2. FRANCE: French Air Force reported m to Morocco--Air
Transport m- man reports from Casablanca that,
25X1 the entire French Air Force is to be stationed
Morocco and equipment and weapons are now enroute there
from France.

3. EGYPT: Egypt will insist on soverei nit i in the Sudan--US Ambassador
Tuck has been informed by Prime Minister Nokrashy Pasha that
although Egypt would consider permitting the Sudanese to establish
their own administration, it would never agree to the secession of
the Sudan.
4. IRAN: Reported Intention of bran to garrison Soviet frontier--US
Military Attache Tehran reports that the Central Government is con-
tinuing to consolidate its military occupation of Azerbaijan and intends
to establish strong garrisons in towns along the Soviet frontier.
The MA also reports Qavam's announcement that elections will now
proceed and that the Soviet Oil concession will be granted after
Parliament convenes.
