RUMANIA: Government reaction to strength of Opposition--US Represent- ative Berry reports that the rota Government was severely disillusion- ed" by its lack of support even from trusted adherents in the recent elec- tions. The adverse vote was so heavy that the Government falsified the results only after receiving direct orders from Moscow. Berry states that, according to reliable reports, the National Peasant Party alone received 70% of the total vote, with only 8% going to the Government bloc. FAR EAST 7. CHINA: Transition to Constitutionalism in the balance--US Ambassador'. Stuart reports that the Draft Constitution presented to the Chinese Nation- al Assembly seems a "reasonably good document which in general follows the principles laid down by the Political Consultative Council agreements." A growing revolt, apparently organized by the Kuomintang's ultra-conserv- ative CC clique, seeks to increase the Executive's powers by- relieving him of responsibility to the elected Legislature. Success of this revolt, accord- ing to Stuart, would play into the hands of traditional Chinese authoritarian- ism, whereas adoption of the present Draft would encourage development of popular responsibility for the actions of the government.
