Soviets r escind fl hid t ban over fugSary--US Delegation ACC Hungary reports that the Soviets have given no explanation for removing the ban on Allied flights over Hungary. (The reported ban on flights over Cze- choslovakia apparently was never imposed but flights over Rumania are still prohibited.) The Delegation speculates that the reversal of the original Soviet decision was due (a) to a change in troop movement schedule or destination; (b) to the completion of troop movements; or (c) to a mistake or internal quarrel in the Soviet sector ACC. 2, USSR favors Parts as H' Head carters--The US Dele ation in New York has been told that the 25X1 USSR now favors Paris as the site of permanent UN headquarters. 3. US to re ect Soviet protest on travel restrictions iutal--The State Department has instructed Embassy Moscow to reply to the Soviet pro- test over "obstacles" placed in the way of Soviet representatives in Italy by noting both that the alleged restrictions are far less rigid than those imposed on US representatives in Hungary, Rumania and Bulgaria, and that Soviet repre- sentatives in Italy have indicated their complete satisfaction with present arrangements. POLANDNti ola plea to Stalin--US Ambassador Lane has ob- tained a copy of a.3 October letter from Mikolajczyk to Stalin which defends the Peasant Party's internal. and foreign policies and attacks the Communist Party for its persecution, political shackling and terror- ization of the Peasant Party. The letter also states that the Polish masses have transferred their hatred of the Polish Communist Party to the USSR and the Soviet Army, to the dear tmeat of the friendly Polish- Soviet relations which the Peasant Party seeks to establish. 5. TANGIER: French hesitate over sponsorship of Sultan's trip.-The French Foreign Office has told Embassy s , the and UK Governments anticipate unfortunate repercussions from the Sultan of Morocco's proposed visit to Tangier, the French "Will consider sug- gesting" a postponement to the Sultan, but will, "of course," tell the Sultan that the suggestion is due to strong US and UK opposition. Ambas- sador Caffery adds that he can see no compelling reason for postponing the visit. S, PORTUGAL: Present situation unclear--US Military Attache Lisbon reported at 0696 Lisbon time on 1 Ober (a) the start of a movement against the Government "In various provincial cities," (b) severance of communications to points outside Lisbon, and (c) opposition plans for a 4 `revolt by all units outside of Lisbon" followed by a march on the capi- tal. Embassy Lisbon earlier reported its inability to communicate with the US Consul in Oporto, where, according to an official Portuguese communique of 0500 on 10 October, 80 "Army officers and soldiers," later arrested at Coimbra, began a march south. NEAR EAST-AFRICA 9. LEBANON: Resentment increased by Dewey a tech--US Military Atta- che Beirut reports that Lebanese resentment over President Truman's Palestine statement has been greatly increased by Governor Dewey's similar remarks. KOREA: North Korean cultural mission--The former Chinese Consul General at Tashkent, Uzbekistan, has informed the US Consulate in Vladivostok that the "North Korean delegation" which has' recently been visiting the USSR is composed almost entirely of Soviet nationals and Party members who have lived in Uzbekistan since the mass deportations of Chinese and Koreans from the border regions of Siberia ten years ago. CHINA: Chinese o ose US air rights over Manchuria Embassy Nanking reports that Chinese negotiators have sugge'ed the elimina- tion of Mukden as an international traffic point from the proposed Sino-US civil air agreement, and have hinted that granting US lines the right to fly over Manchuria might set a precedent which would compel them to grant the same right to the USSR at some later date.
