SUBJECT: IM-144, Report on possibility of coordination with Service Agencies
in respect to JIGM-96.
1. An analysis of studies made by ONI, ID supported by A-2, and
CIA/ORE informally coordinated and agreed with OIR, leads to the
conclusion that there is no basis for attempting to adjust differences
for the purpose of reaching a joint-agreed paper.
2.. The reasons for this conclusion are
a. The formulation of the problem permitted, in the absence
of uniform clarification, alternative interpretations to develop.
b, Definition of terms and categories were not commonly
understood.
c. Methods of preparing the studies and weighing the factors
were not coordinated and agreed.
d.' The intent of the request, as read by CI-I+_/o;, did not
call for d joint-agreed paper but for "comments" that would be later
"collated" with "service comments." On this basis, IIMi-144 was
informally coordinated with OIR. A joint-agreed paper would have
required a different procedure, into which the Intelligence Organiza-
tion of the Department of State would have entered formally at the
start.
3. The results of the above analysis were put before an informal
meeting with Lt. Col. Chandler (ID) and Commander Abbott (ONI)
Friday, 29 April 1949. Their judgment accords with that here given.
4. Recommendation
That CIA/ORE report to JIG*that no basis exists for a joint-
agreed text in response to JIGM-96.

interpretation of JIGM-96 (Thursday, 17 March 1949)
1. JIGM-96 could be taken as calling only for a broad,
categorical - but substantiated - estimate of capabilities for
each of 52 countries listed in enclosure (B).
2. Estimates concerning installations pin-pointed in
enclosures (A) (B) not required at this time. Therefore, that
part of the requested stated by para. 1 a of JIGM-96 is in
effect cancelled except insofar as the installations listed fall.
within countries for which broad estimates will be made.
3. The. above was Col. Campbell's understanding of the
Committee's requirements. He would check with Col. Moult (?),
who was ill, and correct any errors. No correction has been
received to date.
