(WTI recommends, however, that the following additions and changes be made in the paper, or noted, as appropriate. aectionll Paragraph 1 c (3) : In the second para.raph, the qualifying, words "merely" in the first sentence and "only" in the third sentence should be omitted, since they contribute nothing factual and riiay modify unduly. ,_Iection III Paragraph 3 d: The paragraphs under this subsection tend to over-estimate the i %portance of the Eastern areas. While it is the plan of the Soviet anion to develop these Eastern areas, it has been found in the past that the development of these areaas has been more uneconomical than development in the Western areas. Reconstruction in the '`lest has been easier than ne.;,r construction in the East. While percent A`;e increases in the :' ast are much greater than percentage increases in the Wiest, the -seater resources and production in the west ~~wrill continue to make the hest of greater L.?portance economically for some time to come. While the population increases in a few Eastern cities, as stated in the table, are significant, it also should, be borne in mind that these populations are rather small when compared to the population of sca (4,350,000) and L enin,rad (3,100,000 and Kiev , Kharkov, Gorki and Baku, all of which are over 600,000.
