1. The attached Tabulation has been prepared by_in this compact reference form to meet current and future needs of those in
headquarters and the field concerned with:
(a) evaluating the relative success or failure of past and
future World Youth Festivals, not only internationally
but also regionally and nationally; ar}d
(b)
2. It is hoped that this Tabulation will be found operationally
useful:
(a) in determining any changes in the organizations,
countries or areas that appear to be the primary targets
of Communist front activity;
(b)

(c) in indicating additional areas in which counteraction
might be effective;

next World Youth Festival might best occur;
