Youth Festivals : A Comparative Tabulation
of Data on the 1955 Warsaw and 1957 Moscow

1. The attached Tabulation has been prepared by in this
compact reference form to meet current and future nee o hose in
headquarters and the field concerned with:
(a) evaluating the relative success or failure of past and
future World Youth Festivals, not only internationally
but also regionally and nationally; and
(b) counteracting gains of international Communist fronts
in certain countries and organizations.
2. It is hoped that this Tabulation will be found operationally
useful:
(a) in determining any changes in the organizations,
countries or areas that appear to be the primary targets
of Communist front activity;

(c) in indicating additional areas in which counteraction
might be effective;

(d) in suggesting how and where counteractivity for the
next World Youth Festival might best occur;
(e) in focusing attention upon the gaps in information,
thereby permitting positive efforts to be made to
procure such information, possibly by supplemental
debriefing of agent-delegates.

blind memorandum is attached; it may be sent with the field copies,
