International Committee for the Peaceful Solution of the German Problem Address: a. Rue des Pyramides, Paris, France b. East Berlin *3. The Asian Solidarity Committee Address: c/o Dr. Choithram Gidwani, Western Court, New Delhi, India C. Claimed Membership: In describing strength, The World Peace Movement, otherwise known generally as the Partisans of Peace Movement, does not quote membership figures but claims to "represent" well over 600, 000, NO people (Of whom about ninety percent are in the Soviet bloc). This number is based on signatures collected in "signature campaigns", * The Asian Solidarity Committee was created at the Conference of Asian Countries in New Delhi, India, in April 1955 (initiated by the WPC) and claims now to be an independent organization. However, in effect, it is a branch of the WPC and is expected to take over many of the WPC acti- vities in the oriental regions. Local Solidarity Committees have been formed in China, Japan, India, and the USSR and "preparatory committees" in most of the other oriental countries with the announced ittetition of e Sta - blishing permanent committees in all of these countries. suiwi.o?Ppiomrm Approved For Release: CIA-RDP78-00915R000300040002-2 Approved NrITMEllgrtinelli-RDP78-00915R000300040002-2 C. Claimed Membership: (cont'd) a major type of action program of the World Peace Movement and its affiliates. Two such campaigns were the results of resolutions adopted by the conventions of this movement, one in Stockholm in March, 1950, and one in Vienna' in January, 1955. They are the so- called Stockholm Appeal against the Use of Atomic Weapons and the Vienna Appeal against the Use of Atomic Weapons. The Stockholm Appeal was publicized as having gained 482, 482,199 signatures to the following declaration: "We demand the absolute banning of the atom weapon, arm of terror and mass extermination of populations. "We demand the establishment of strict international control to ensure the implementation of this banning measure. " We consider that any government which would be first to use the atom weapon against any country whatsoever would be committing a crime against humanity and should be dealt with as a war criminal. "We call on all men of good will throughout the world to sign this appeal." The Vienna Appeal, made in January, 1955, claimed to have attracted 655, 963, 811 signatures, although its makers originally had set a goal of one billion such signatures. The appeal read as follows: "Certain governments are today preparing to let loose atomic war. They are trying to make the peoples accept it as inevitable. The use of atomic weapons would result in a war of extermination. "We declare that any government that lets loose atomic war will forfeit the trust of its people and find itself condemned by every people of the world. Now and in the future we shall oppose those who organise atomic war. "We demand the destruction of all stocks of atomic weapons wherever they may be and the immediate stopping of their manufacture." In contrast to the indefiniteness of figures for the World Peace Movement as a whole, the figures for leaders of the Movement - i.e., members of the World Peace Council (WPC) and its regional branches - are precise. The WPC consists of 452 members from 71 countries. There are 15 e=?rowilmoimaloymi Approved For Release : CIA-RDP78-00915R000300040002-2 Approved For Release : CIA-RDP78-00915R000300040002-2 3 C. Claimed Membership: (cont'd) representatives on the Liaison Bureau for Asian and Pacific Regions, and 37 members on the Committee for the Peaceful Solution of the German Problem.
